CPEA finds itself well placed to support local authorities, health trusts, voluntary and private sector providers on both adult and children's safeguarding. Our consultants are experienced in preparing and testing policy and procedure, in assisting with inspection preparation and in improvement planning post inspection. We have practical trainers who specialise and originate from social services, health and police services backgrounds.

We have a growing reputation for being able to operate across adult and children's services bringing the common aspects together to mutual benefit - a distinctive offering.

We are able to source consultants to lead serious case reviews and individual management reviews. Our work on the Steven Hoskin serious case review and a number of other high profile cases has lead to a number of our associates being in demand.

Report from the SARCP Safeguarding Workshop

SARCP » 11/12 The SARCP (Staffordshire Association of Registered Care Providers) event on the 3rd October 2012 brought together many organisations across health and social care in Staffordshire and Stoke on Trent. The SARCP committee, supported by CPEA Ltd, organised the workshop and facilitated the day. The report from the day is available to download [pdf, 129kb] here

CPEA and the Stockport Safeguarding Adults SCR

Margaret Flynn » 09/12 On Monday 3rd September 2012 Stockport Safeguarding Adults Board published a version of a Serious Case Review report submitted in February 2012 by CPEA’s Margaret Flynn as independent author. The amended report was accompanied by a summary prepared by the Board Chair and a multi-agency action plan. The SCR, which concerns the murder of a 22 year old former looked-after child, includes significant recommendations surrounding:
  • Children’s services - assessing mental capacity and decision making
  • Police use of appropriate adults in adult safeguarding
  • Care leaving and accommodation services
  • IQ testing as part of the eligibility criteria for adult services
  • Prevention of bullying and cyber-bullying
  • Corporate parenting

The edited report, chair’s summary and multi-agency plan can be located at stockport.gov.uk Margaret is currently preparing a ‘think-piece’ for publication, documenting her views and experience of being an ‘independent’ chair and author over a series of Serious Case Reviews. She intends to encourage debate concerning ethical problems encountered.

CPEA and the Winterbourne View Hospital SCR

Winterbourne » 08/12 CPEA prepared the findings of the independent review conducted for South Gloucestershire council's adult safeguarding board on the events at the Winterbourne View private hospital. CPEA publishes SCR on The Murder of Mr C

Buckinghamshire County Council » 10/11 During February 2010, the dismembered body of 70 year old Mr C was found under concrete in his back garden. In September 2010, Mr C’s son, a 22 year old undergraduate, was found guilty of his father’s murder. The Serious Case Review (SCR) published today and authored by CPEA’s Senior Associate Margaret Flynn, highlights shortcomings in the oversight of public funds by Buckinghamshire Adult Social Care and that duty was not enacted effectively. Serious case reviews examined by The Equality Human Rights Commission
